CBO vs ABO on Meta Ads: Which to Use for Your D2C Brand
ABO gives you control and clean tests. CBO lets Meta move money to what is working. Most D2C accounts need both, each doing a different job.
What CBO and ABO mean in Ads Manager today
The names have changed, so start here. CBO (campaign budget optimisation) is now called Advantage+ campaign budget in Meta Ads Manager. You set one budget on the campaign and Meta decides how much each ad set gets, hour by hour, based on where it expects the cheapest results.
ABO (ad set budget optimisation) is now just ad set budget. You set a budget on each ad set and Meta spends it inside that ad set. Meta does not move money from one ad set to another.
There is now a middle option as well. With ad set budgets, Meta can offer budget sharing, where it moves a limited part of an ad set's budget to another ad set in the same campaign when it expects better results there. If you need a strict, equal test, check that this is switched off.
CBO and ABO side by side
| ABO (ad set budget) | CBO (Advantage+ campaign budget) | |
|---|---|---|
| Who decides the split | You, per ad set | Meta, across ad sets |
| Best job | Testing new creatives, audiences, offers | Scaling proven ads and audiences |
| What you learn | A fair read on each ad set | Where Meta finds the cheapest results now |
| Main risk | Money stays stuck in weak ad sets until you act | A new ad set gets almost no spend and is never judged fairly |
| Daily work | More: you shift budgets by hand | Less: you change one number |
| Works well with | Few ad sets, each with a clear question | A few strong ad sets that go after the same goal |
When ABO is the better choice
Use ad set budgets when the question you are asking needs a fair answer. Under CBO, Meta often puts most of the money behind whichever ad set gets early purchases. A creative that starts slowly may never get enough spend to prove itself. In our experience this is the most common reason a founder decides an ad "did not work" when it was never really tested.
- Creative testing. New hooks, new angles, new formats. Each one needs its own spend to be judged. See our creative testing framework.
- New product launches. A new SKU has no data yet. With a fixed budget it gets spend even while your bestseller pulls in the purchases.
- Audiences that are very different in size. A small retargeting audience and broad prospecting audience in one CBO campaign rarely get a fair split. Keep them apart, or set ad set spend limits.
- Regional or festive pushes. If you must spend a set amount behind a state, a language or a Diwali offer, ABO guarantees that spend happens.
When CBO is the better choice
Use Advantage+ campaign budget once you know what works and want Meta to find the cheapest purchases among your winners. Meta sees auction prices, audience overlap and time-of-day changes far faster than anyone adjusting budgets by hand.
- Scaling proven creatives. Put your winners from testing into one CBO campaign and raise the campaign budget in steps.
- Broad targeting. When most ad sets are broad or close to it, Meta can move money between them freely and your role is mainly to feed it good ads.
- Lean teams. One budget to manage means fewer daily edits, and fewer edits mean fewer learning phase resets.
- High-demand periods. During sales and festive weeks, auction prices change through the day. CBO reacts faster than manual changes.
Test with ABO, scale with CBO: how the handover works
Most healthy D2C accounts in India run two kinds of campaign at once: a testing campaign on ad set budgets and a scaling campaign on campaign budget. The handover between them is where most accounts go wrong.
- Set up the test. One ad set per idea, the same audience in each, equal budgets, budget sharing off. Optimise for purchases, not clicks, and make sure your purchase event is reliable. Our CAPI setup guide covers this.
- Wait before you judge. Give each ad set five to seven days. Meta says an ad set needs around 50 optimisation events in a week to leave the learning phase, so very small test budgets will not get there. Judge on cost per purchase and purchase volume, not on CTR alone.
- Move the winner, do not edit it. Duplicate the winning ad into the scaling campaign using the existing post ID, so it keeps its likes and comments. Leave the original running in the test until it slows down.
- Scale in steps. Raise the CBO budget gradually and wait a few days between changes. Big jumps reset learning and usually push cost per purchase up. Read why ROAS drops when you scale before you push hard.
Which setup fits your brand stage
| Stage | Setup that usually works | Why |
|---|---|---|
| Just started, few purchases a day | One ABO campaign, two or three ad sets, broad audience | Too little data for Meta to split well. You need clean reads. |
| Steady sales, new creatives every week | ABO testing campaign plus one CBO scaling campaign | Testing stays fair. Winners get room to scale. |
| Large catalogue, many categories | CBO per category, ABO for launches and tests | Stops one bestseller from taking all the spend. |
| Heavy retargeting or COD-heavy buyers | Keep retargeting in its own campaign, often ABO | Small audiences lose out inside a big CBO campaign. |
Mistakes we see in Indian D2C accounts
- Testing inside CBO. Ten new creatives in one CBO campaign, two get all the spend, eight are called failures. Test them with ABO.
- Too many ad sets. Splitting a small budget across many ad sets means none of them gets enough purchases to leave learning. Fewer, bigger ad sets learn faster.
- Mixing prospecting and retargeting in one CBO. Meta often favours retargeting because it converts cheaply, and new customer acquisition stops. Keep them separate.
- Editing every day. Changing budgets, audiences or ads daily keeps resetting learning. See why edits reset the learning phase.
- Over-tight spend limits. Ad set minimums and maximums inside CBO are useful, but if you set them for every ad set you have turned CBO back into ABO without the control.
- Judging on ROAS alone in COD-heavy accounts. If many orders are cash on delivery, Meta counts the purchase before RTO happens. Check delivered orders in your store backend before you call a winner.
What to check before you switch
Before moving a campaign from ABO to CBO, ask three questions. Do the ad sets go after the same goal and a similar audience size? Has each one left learning or come close? Is there a clear winner on cost per purchase across at least a week? If the answer to all three is yes, CBO will usually spend better than you can by hand.
If performance falls after the switch, do not switch back the next day. Give it a few days, then look at which ad sets got the spend. If one ad set took almost everything and its cost is rising, the problem is usually creative fatigue, not the budget setting. Questions
Is CBO or ABO better for a small D2C brand in India?+
Start with ABO and a small number of ad sets. With few daily purchases, Meta has too little data to split budget well, and ABO gives you a cleaner read on what is working.
Is CBO the same as Advantage+ campaign budget?+
Yes. Meta renamed campaign budget optimisation to Advantage+ campaign budget. Ad set budget optimisation is now just called ad set budget.
Why does CBO spend almost everything on one ad set?+
Meta puts budget where it expects the cheapest results right now, usually the ad set with the most early purchases. If you need spend spread out, use ABO for that test or set a minimum spend on the ad sets that need it.
Should I test new creatives in CBO or ABO?+
ABO, with budget sharing switched off. Each creative gets its own fixed budget, so a slow starter is judged on its own results and not crowded out by your current winner.
Will switching from ABO to CBO reset the learning phase?+
Changing the budget type is a big edit, so expect learning to start again. That is why most teams duplicate winners into a separate CBO campaign instead of converting the testing campaign.
