Creative Strategy and Ads Video Agencies for Meta Ads: A D2C Guide for India
On Meta the ad decides who sees it. Here is how creative strategy, scripting, shooting, editing and testing fit together, and how to judge an agency that does it.
Why creative strategy is now the main job on Meta
Most D2C accounts in India now run broad targeting, Advantage+ shopping campaigns or both. Detailed interest targeting matters less every year. The platform reads the ad itself and decides from that who should see it. It looks at what is on screen, the words, who appears in the video and the language.
Meta's ad retrieval system, which Meta calls Andromeda, picks a small set of ads for each person from a very large pool. Ads that look and say almost the same thing get treated as one idea. Ten copies of one video with different headlines give the system one option, not ten. Ten different ideas give it ten ways to reach ten different kinds of buyer.
So creative strategy is not about making nice videos. It is about deciding which different ideas to put into the account, then making them well enough to hold attention. An agency that only edits footage, or only buys media, is doing half of this.
The chain from research to results
Every ad that works on Meta goes through the same steps. A weak link anywhere shows up as poor results, and the cause is often a step or two earlier than the one that gets blamed.
| Stage | What happens | What to ask an agency |
|---|---|---|
| Research | Find out why people buy, why they hesitate and why they return | Where do your angles come from? |
| Angle | Pick one buyer, one problem, one reason to believe | How many distinct angles are live right now? |
| Hook | Write the first three seconds that stop the scroll | How many hooks do you write per script? |
| Script | Hook, problem, demo, proof, offer, in that order | Who writes the script, and who approves it? |
| Shoot | Creator, studio or lifestyle footage planned for the angle | Is the shoot in-house or outsourced? |
| Edit | Vertical cuts, captions, hook swaps, length variants | How many edits come from one shoot? |
| Test and read | Launch, read the numbers, decide what to cut and what to scale | Who reads results, and how does that change the next brief? |
Research: where good angles come from
Most weak ads come from weak research. The brief says "show the product, mention the offer" and nothing about the buyer. Good angles come from what customers already say.
- Product reviews and ratings, on your site and on marketplaces. Look for repeated words, not star counts.
- Customer support and WhatsApp chats. The questions people ask before buying are the objections your ads must answer: size, fit, shelf life, whether COD is available, delivery time to their city.
- Return and RTO reasons. If people return because the colour looked different, your ads are overselling. Fix the ad, not just the logistics.
- Comments on your own ads. Doubts, jokes and tags show you what landed.
- The Meta Ad Library. See which ideas other brands in your category keep running for months. Long-running ads usually earn their place.
- Language and region. Hindi, Hinglish, Gujarati, Tamil or English change who responds. A language switch is a real new angle, not a small variation.
Hooks and scripts: concepts, not copies
A concept is a new reason to buy shown to a new kind of person: a working mother, a gym regular, a gift buyer. A variation is the same concept with a different first line or a shorter cut. Both are useful, but they do different jobs. Concepts open new pockets of buyers. Variations keep a winning concept fresh for longer.
The hook carries most of the weight. Show the problem, the result or something unexpected in the first three seconds, with on-screen text, because many people watch with the sound off. Our guide to video ad hooks that stop the scroll goes deeper on this.
A script for a performance ads video usually runs hook, problem, demo, proof, offer. Keep one message and one offer per ad. If the script tries to say five things, the viewer remembers none of them. Write three or four hooks for every script so the edit team has options before anyone shoots.
Shooting and editing for Meta placements
The shoot should follow the angle, not the other way round. A demo-led angle needs close-ups of the product working. A trust angle needs a believable person on a phone camera. A premium angle needs light, styling and setting. Most accounts need both creator-style performance ads videos and lifestyle ads videos. Our comparison of UGC ads vs studio ads explains when each one wins.
Editing is where one shoot turns into many ads. Plan for it on shoot day by capturing extra hooks, reactions, B-roll and product shots.
- Vertical 9:16 for Reels and Stories, with text kept clear of the top and bottom areas the app covers.
- Burned-in captions, in the language of the voiceover.
- Several hooks cut onto the same body, so you can test openings without a new shoot.
- Short and long versions of the same story, since Reels and Feed viewers behave differently.
- Real offer and delivery details on screen where the account policy allows, so the click is a qualified one.
Testing: where creative meets media buying
An ad is only finished when the account has spent enough on it to give a clear answer. New concepts go into a testing campaign with a controlled budget. Winners move into the scaling campaign. Losers get read, not just switched off: was the hook weak, or did people watch and still not buy? Those two answers lead to very different next briefs. Our Meta ads creative testing framework sets out the campaign setup step by step.
Read the numbers in order. A low hook rate or thumb-stop means the opening failed. Good watch time with low CTR means the story did not earn a click. A good CTR with a high cost per purchase usually points to the landing page, the price, or a gap between the ad and the product page. Each answer goes back into research and the next script. That loop is the creative strategy.
This is why splitting creative and media buying across two vendors often breaks down. The video team never sees which hooks lost, and the media buyer cannot get a new concept shot fast enough when frequency climbs.
How to judge a creative strategy and ads video agency
Searches for this question mostly return directories and agency-ranked lists. A better test is to look at how the work is actually done. Agencies in India usually fall into four types.
- Ask to see a brief: does it name a buyer, an objection and an angle, or just a product?
- Ask how many distinct concepts they would launch in the first month, and why those ones.
- Ask who decides what to shoot next, and what data that person looks at.
- Ask how quickly a winning hook can be re-cut into new variations.
- Ask what you will see each day. Spend, revenue, ROAS, cost per purchase, CTR, CPC and purchases are a fair minimum.
- Ask for case studies with the work shown, not just logos. See our case studies for the kind of detail to expect.
- Our ads video creation page shows how one in-house team handles the full chain.
| Type | Good at | Watch out for |
|---|---|---|
| Video production house | Polished brand films and product shoots | Few variations, no view of ad results |
| Creator marketplace or UGC studio | Volume of creator videos, fast | Scripts written without account data |
| Media-buying-only agency | Campaign setup, budgets, reporting | Asks you to supply the creative |
| Creative plus performance agency | Research, scripts, shoots, edits and the ads they run in | Check the video and ads teams really are one team |

Questions
What is creative strategy in Meta ads?+
It is the work of deciding which distinct ideas, angles and hooks go into your ad account, based on customer research and test results. It sits before the video shoot and after every test read.
Should the same agency make my ads videos and run my Meta ads?+
It usually works better, because the people writing scripts can see which hooks and angles won. When the two are split, feedback is slow and new concepts arrive late, often after fatigue has already hurt results.
How many new ad concepts does a D2C brand need on Meta?+
There is no fixed number. You need enough genuinely different concepts that the account always has fresh ideas in testing while winners scale. Rising frequency with falling CTR on your best ads tells you it is time for more.
Are creator-style videos better than studio ads for D2C brands in India?+
Neither wins every time. Creator-style performance ads videos are usually stronger for prospecting and for products that need a demo, while lifestyle ads videos help premium products, launches and retargeting. Most accounts need both.
Do Meta ads in Hindi or regional languages work better?+
It depends on who buys from you. A new language reaches a different set of buyers, so test it as a separate concept with its own script and captions, not as a dubbed copy of an English ad.
