Meta Business Manager Locked for Verification in India? What To Do

A locked portfolio is not a ban. Meta wants proof that your business is real. Here is how Indian D2C brands get through verification on the first or second try.

Locked for verification is not the same as disabled

Meta now calls Business Manager a business portfolio. When it locks a portfolio for verification, it has seen something that makes it want proof that a real business owns the account. Common triggers are a sudden jump in daily spend, new admins added from new devices, a payment method that keeps failing, or a WhatsApp Business API setup. Meta's advertising rules say every ad account must belong to a real business or person, and that it can ask for verification when it sees signs of misrepresentation.

This is a different problem from a disabled ad account. A disabled account is a policy penalty that you appeal. A verification lock is a paperwork check. The fix is to prove who you are, not to argue about an ad. If your ad account itself has been disabled, read our Meta ad account recovery guide instead.

The first 30 minutes: check before you upload anything

Founders often panic and upload the first PDF they have. That leads to a rejection, and every rejection makes the next attempt harder. Check these things first.

  • Open Business Support Home and select the portfolio. Note exactly what Meta is asking for: business verification, admin identity confirmation, or both.
  • Find out which assets are affected. Sometimes only advertising is limited and your Pages and catalogue still work.
  • Make sure at least two real people are admins and that both have two-factor authentication turned on. A portfolio with one admin can be lost completely if that one profile gets flagged.
  • Write down your legal name and address exactly as they appear on your GST certificate or incorporation certificate. Everything you type into the form must match this word for word.

Documents that work for Indian businesses

For India, Meta accepts documents such as a GST registration certificate, a business PAN card, a certificate of incorporation, an Udyam (MSME) certificate, a shop and establishment certificate, a business bank statement or a utility bill. Use the one where the name and address match your form most cleanly.

Certificate of incorporationPrivate limited companies and LLPsRegistered address may differ from your warehouse or office
Udyam (MSME) certificateProprietors and small firms without GSTName must match the enterprise name exactly

Why Indian D2C brands get rejected

Most rejections are about mismatches, not fake businesses. Meta checks the details you type against the document and against public records. Small differences are enough to fail.

  • Legal name vs brand name. A proprietor's GST certificate shows the owner's personal name as the legal name and the brand as the trade name. Many founders type the brand name. Type the legal name and add the brand as the display name only where the form allows it.
  • Address format. Shortening your registered address to a landmark, or using the warehouse address instead of the registered one, can fail the match. Copy the address line by line.
  • Website does not show the business. Meta often checks your website. If your store footer has no legal name, address or contact details, add them on the contact page and in the footer before you submit.
  • Unreachable phone or email. Meta sends a code by SMS, call, WhatsApp or email. A number that goes to an old employee, or a Gmail address that does not match your domain, slows everything down.
  • Cropped or edited files. Screenshots from a phone, cropped certificates or files with blurred parts are rejected. Upload the full original PDF.
  • Old documents. Bank statements and bills older than about three months often fail the address check.

Step by step: submitting verification properly

  • In Business Settings, open Security Centre or the verification prompt in Business Support Home and start business verification.
  • Enter the legal business name, address, phone number and website exactly as on your chosen document.
  • If Meta finds a matching record, confirm it. If not, upload one document for the name and, if asked, one for the address.
  • Choose a contact method you can answer right now. Domain verification, a DNS record or an email on your own domain, is the most reliable route for a brand with its own online store.
  • Confirm admin identities if Meta asks. Each admin may need to verify their personal profile with a government ID.
  • Click Request review and do not change business details, admins or payment methods while the review is open. Meta says reviews usually take a couple of working days, but they can take longer.

Keep selling while the portfolio is locked

A locked portfolio for a week during a sale period hurts. Plan for it rather than looking for shortcuts.

  • Do not create a new portfolio or use a rented ad account. Meta links accounts by people, devices, payment methods and domains. A workaround account usually gets restricted too, and it can damage the original case.
  • Shift some budget to Google Search and Shopping, where the account is separate. Our Meta Ads vs Google Ads comparison explains what each channel does well.
  • Push organic Instagram, email and WhatsApp to your existing buyers. Your Page usually keeps posting even when advertising is limited.
  • Use the time to brief and shoot the next batch of ads videos, so you can restart with fresh creative instead of tired ads.

If verification is rejected

A rejection is not the end. Read the reason Meta gives, fix that one thing, and resubmit with a different document if the first one did not match. A GST certificate rejected for a name mismatch often passes when you correct the legal name, or switch to an Udyam or incorporation certificate that shows the name the way you entered it.

If the lock continues after a correct submission, contact Meta Business support through the Help Centre with your portfolio ID and the case reference. A Meta partner agency can sometimes raise a support case faster, but no agency can override Meta's decision. Be wary of anyone who promises guaranteed unlocks for a fee.

Prevent the next lock

Verify the portfolio before you scale spend, not after Meta asks. Brands that verify early rarely get stuck in the middle of a launch.

  • Use the same legal name across GST, bank account, payment method, online store and website footer.
  • Verify your domain in Business Settings. It also helps with ad tracking, as covered in our Meta CAPI setup guide.
  • Keep two or three named admins with two-factor authentication. Remove old employees and freelancers you no longer work with.
  • Increase daily budgets step by step instead of jumping overnight. A big jump from a new or unverified portfolio is a common trigger.
  • Keep a folder with current PDFs of your GST certificate, Udyam certificate and a bank statement from the last three months.

Questions

Can I run Meta ads in India without GST?

Yes. Meta does not require GST specifically. A proprietor can verify with an Udyam (MSME) certificate, a shop and establishment certificate or another accepted document, as long as the name and address match the form.

How long does Meta take to review business verification?

Meta says reviews usually take a couple of working days after you click Request review, but some take longer. Changing admins, business details or payment methods during the review can delay it.

Should I make a new Business Manager if mine is locked?

No. Meta links accounts through people, devices, payment methods and domains, so a new portfolio often gets restricted too. Fix the verification on the original portfolio instead.

My GST certificate shows my personal name. Which name do I enter?

Enter the legal name exactly as printed on the certificate, even if it is your personal name. The brand name can be the trade name, but the verification match is done on the legal name.

Does a locked Business Manager affect my WhatsApp Business API?

It can, because the WhatsApp Business API sits inside the same business portfolio and also needs business verification. Getting the portfolio verified usually clears both.
